Lier got turned into an Alchemy card and nerfed to oblivion, even though it was not even remotely an issue in historic. The major problem I had with it was that Alchemy cards were balanced around standard, not Historic. I don't quite get where the hatred of digital-only cards comes from (aside from economy complaints, of course) Granted, this chance still exists even with their current policy of "not adding every 2/2 that is pioneer-legal", but it's much lower than if they just added all cards that are currently meta-relevant on Pioneer. They need to put some extra work to make sure the format can work in the same way as Paper Pioneer, otherwise a sudden meta shift might make the two formats become wildly different. So yeah, it's not as simple as just coding the 100ish cards that are currently meta-relevant and that aren't on Arena just yet. Most Pioneer-legal rares/mythics will probably be coded into the game too as a "just in case" for a similar reason. They need to already prepare for this kind of thing. Like, any random uncommon that seems pretty decent, but is not good enough to see play, might suddenly end up seeing play with enough support from a new set. They also need to add all the cards that have a decent chance of becoming meta-relevant at some point down the line if they want to call the format as "Pioneer" proper.
